CONSTITUTION
The Lake County Chapter of the Ohio Retired Teachers Association
ARTICLE 1
NAME AND PURPOSE
Section 1. The name shall be Lake County Retired Teachers Association (LCRTA), a chapter of the Ohio Retired Teachers Association (ORTA).
Section 2. The purpose of the chapter shall be: (a) to foster good fellowship among retired public school teachers; (b) to promote the interests and welfare of retired teachers throughout the state of Ohio; (c) to provide scholarship opportunities for public high school students in the Lake County area; (d) to maintain affiliation with other retired teacher associations, as appropriate; (e) to encourage community volunteerism and donations to charitable organizations.
ARTICLE II
MEMBERSHIP
Section 1. All persons retired under the State Teachers Retirement System of Ohio (STRS), or from out-of-state teachers retirement systems, are eligible for membership with the payment of LCRTA annual dues and ORTA annual dues, or a lifetime membership in ORTA and/or LCRTA.
Section 2. Other persons interested in the objectives of the chapter and public education may be admitted as associate members with the payment of annual dues or a lifetime membership in LCRTA. An associate member is not eligible to vote or to become an officer or a committee chair.
ARTICLE III
OFFICERS AND DIRECTORS
Section 1. The elected officers of the chapter shall be President, a President-Elect, a Recording Secretary, a Treasurer, and three Directors. Directors shall serve three-year terms, with one Director being elected each interim year. These officers shall be members of Ohio Retired Teachers Association. (ORTA)
Section 2. Elected officers and the following chairs, appointed by the President, shall constitute the Executive Board: Membership, Chaplain, Historian, Newsletter Editor, Programs, Sunshine/Remembrance, Yearbook Editor, Social/Travel, Legislative, Public Relations, Community Participation, Informative and Protective Services, Meeting Coordinator, Scholarship and Webmaster.
Section 3. The Executive Board shall recommend the policies of the chapter for the approval of the members and shall act on special matters in the interim between regular meetings of the chapter.
Section 4. The President shall preside at all chapter and Executive Board meetings. The President shall serve as an ex-officio member of all committees except the Nominating Committee.
The President-Elect shall assume the duties of the President in the absence of that officer, and shall serve as an ex-officio member of all committees except the Nominating Committee.
The Recording Secretary shall record and present the minutes of both regular and Executive Board meetings, and handle relevant correspondence.
The Treasurer shall receive and disburse all chapter funds; shall collect and record local and state organization dues. Upon the death of a member, the Treasurer shall transfer $10 to the Scholarship Fund as a memorial to the member.
The Directors shall serve as advisors to the Board, as greeters at luncheon meetings and shall perform other duties at the discretion of the President.
ARTICLE IV
ELECTIONS
Section 1. The officers of this chapter shall be elected at the September meeting in even numbered years for a term of two years. Installation shall take place at the November general meeting following the election. They shall take office the first of January at the beginning of the fiscal year which shall be from January 1 to December 31, inclusive.
Section 2. A Nominating Committee of three members, only one of whom is an Executive Board member, shall be appointed by the President at the June business meeting in the biennial election year. At the September business meeting, the Nominating Committee shall present a slate of officers to serve the following term. Nominations may be made from the floor provided permission has been given by the nominees.
Section 3. Election shall be by voice vote unless otherwise directed.
Section 4. After the biennial September election, the newly elected President shall appoint Committee Chairs for the following term. (See Article III, Sec. 2)
Section 5. Vacancies occurring on the Executive Board shall be filled by presidential appointment with the approval of the Executive Board. Any appointment shall continue until the next election.
ARTICLE V
MEETINGS
Section 1. There shall be regularly scheduled luncheon-business meetings in the months of February, April, June, September and November.
Section 2. An Executive Board meeting shall be held in the months of March, May, August, October and December. (See Standing Rules IIIA)
ARTICLE VI
DUES
Section 1. The Executive Board, with the approval of the chapter members, shall set the dues to meet the needs of the chapter.
Section 2. Dues shall be payable on or before December 31 of each year.
Section 3. All persons retired under the State Teachers Retirement System (STRS) or an out of state teachers retirement system shall pay both state (ORTA) and chapter dues. (See Standing Rule II, Section 1)
Section 4. Associate members shall pay only local chapter dues.
Section 5. Annual dues of those joining between July 1 and December 31 shall cover the remainder of the current year and the following calendar year.
ARTICLE VII
AMENDMENTS
Section 1. The Constitution of this chapter may be amended at any regularly scheduled meeting by two-thirds of the members present, provided such amendments have been approved by the Executive Board and distributed in print to the members at least 5 days before the next regularly scheduled luncheon-business meeting.
Section 2. The Standing Rules may be amended at any Executive Board meeting by a majority of those present. (See Article VIII, Section 3)

RULES OF ORDER
Section 1. Robert's Rules of Order, Revised, shall be the parliamentary authority of the chapter.
Section 2. Quorum of Membership for Business Meetings: A quorum at any membership luncheon meeting, for purposes of voting, shall consist of 10% of the voting membership. If no quorum is in attendance, the business meeting shall be adjourned.
Section 3. Quorum for the Executive Board Meetings; A quorum of any Executive Board meeting shall consist of 50% plus one (1) of the current board's elected and appointed members,

STANDING RULES
DUTIES OF COMMITTEE CHAIRS
A. Duties of the following committees and/or committee chair(s) are governed by the state organization - ORTA. These committees are: Legislative, Public Relations, community Participation, Informative and Protective Services.
B. Duties of Local Chapter appointees, chair(s) and/or committees are as follows:
Membership: Recruit persons retired under a state teachers retirement system to become members of LCRTA. Encourage other interested persons to become associate members of LCRTA.
Chaplain: Provide prayer or inspirational message at each luncheon/business meeting.
Historian: Act as custodian of historical records of the chapter.
Meetings: Make all arrangements, including venues, dates, times and meals (if applicable). Chair to be assisted by at least one additional member.
Programs: Arrange for luncheon meetings, including cost negotiations, materials/equipment needed for the presentation, and any other needed arrangements. Chair to be assisted by at least one additional member.
Newsletter Editor: Prepare and mail the newsletter to chapter members.
Sunshine/Remembrances: Send cards to members who are ill. In the event of the death of a member, the committee shall send a sympathy card noting that a memorial donation has been made to the Scholarship Fund of LCRTA.
Social/Travel: Plan and organize social, travel or educational activities.
Scholarship: Send applications to Lake County public high schools, interview candidates and select recipients.
Pre-Retirement: Administered by STRS
Webmaster: Maintain the website.
Yearbook Editor: Prepare and edit the chapter yearbook.
SPECIAL MEETINGS
In the biennial election year, the incoming officers and committee chair(s) shall meet with the outgoing officers and chairs at the December meeting of the Executive Board.
SPECIAL COMMITTEES
A. A Budget Committee appointed by the President at the September general meeting shall prepare the budget for the following fiscal year beginning in January and report at the November meeting.
B. An Auditing Committee, appointed by the President at the November meeting, shall report to the membership at the April general meeting.
SPECIAL ELECTIONS
In the biennial election year the outgoing President shall become a Director for a three year term; in the interim year, the new director shall be elected at the September general meeting. Nominations may be made from the floor provided permission is given by the nominee.
